What is being built and who approved this project?
As part of our ongoing commitment to improving the quality of life for our military families, The Parks at Monterey Bay will be demolishing 180 legacy homes originally built in 1959 in Lower Stilwell and replacing them with 100 brand-new single family and duplex homes for junior enlisted service members. This exciting new project was approved by the Department of the Army in fall 2020, and is the result of more than four years of planning and coordination with the Installation, including the office of the Garrison Commander, Directorate of Public Works, and Residential Communities Initiative Liaison Office.
This much-anticipated redevelopment to Lower Stilwell will further the vision set forth in the Community Development and Management Plan prescribed for Residential Communities Initiative here on the Presidio of Monterey and Naval Postgraduate School (POM/NPS). Plans and specifications comply with the 2016 California Building Standards Code, 2016 Uniform Mechanical, Plumbing and National Electric Codes, the Development, Construction, & Renovations Standards for Residential Communities Initiatives (RCI) Family Housing Program and other Federal and California codes and requirements for energy efficiency and sustainability. All new homes will undergo rigorous third-party and Army inspections during construction and prior to occupancy.
How long is this project going to take?
Construction is scheduled to begin January 2021 and is scheduled for completion by fall 2022.
What are the construction hours?
Construction hours are Monday to Friday between 07:00 and 18:00 and Saturday 09:00 to 18:00. While contractors are authorized to work on Saturdays, we do not expect construction activity to occur every Saturday. No construction will take place on the following holidays: Thanksgiving, Christmas Eve, Christmas Day, New Year's Day, Memorial Day, Independence Day, and Labor Day.
What is being done to keep the jobsite secure and safe?
Resident safety is our top priority. Accordingly, our contractor is following all local, state, federal, OSHA, and CAL-OSHA regulations, as well as their own industry-leading safety best practices to create an incident-free construction site. We ask that residents adhere to all posted safety signage and refrain from entering any areas marked by construction fencing. As construction progresses, The Parks at Monterey Bay will post to this website new information about changes in what to expect in terms of road closures, changes in noise level, and safety notices.
Will resident parking or services in the neighborhood be impacted?
The Parks at Monterey Bay does not expect any impacts to resident parking in Lower Stilwell.
What will the completed homes look like?
Designed in the classic Monterey Colonial style, the new single family and duplex homes coming to Lower Stilwell average 1,836 square feet and feature stainless steel appliances, quartz countertops, ceramic tiled bathroom floors and showers, water saving fixtures, and energy conserving Nest thermostats. All new homes will also be entirely electric. An artist’s rendering of the new homes and park are below.
Who will be eligible to live in the new homes?
The homes will be made available to junior enlisted families.
Can I relocate if I do not want to stay in Lower Stilwell during construction?
Relocations are not required to complete the Lower Stilwell project. However, if you do not wish to remain in your current home, please reach out to your Parks at Monterey Bay team at 831.644.0400. Please note that residents would be required to pay all costs associated with relocation.
