New Construction at Lower Stilwell

As part of our continued commitment to enhancing residential life for our military families, The Parks at Monterey Bay will be building 100 brand-new single-family and duplex homes and a community park in Lower Stillwell. The new homes will offer floor plans and finishes catered to modern lifestyles, create pedestrian-friendly streets, and reimagine public spaces for friends and family to gather together. These exciting changes, approved by the Department of the Army in the fall of 2020, are the result of more than four years of planning and coordination with the Installation, including the office of the Garrison Commander, Directorate of Public Works, and the Residential Communities Initiative Liaison Office.


An Inside Look at the Improvements


The new construction at Lower Stilwell will involve the demolition of 180 unrenovated legacy homes from 1959 and construction of new single-family and duplex homes in their place. Designed to match the look and character of other newer homes at The Parks at Monterey Bay and surrounding communities, homes will feature stainless steel appliances, quartz countertops, ceramic-tiled bathroom floors and showers, water-saving fixtures, and energy-conserving Nest thermostats. Additionally, new homes in Lower Stilwell will be entirely electric with no gas infrastructure or appliancesa more environmentally friendly option and a first in Monterey’s military housing history. Homes will also include fenced-in backyards and an attached two-car garage. Once delivered, the new homes will provide quality housing to junior enlisted families in Lower Stilwell.

  • UPDATE: Gas Restored Near Bataan and Normandy

    The struck gas line near Bataan and Normandy has been resolved and gas is now restored.

  • Struck Gas Line Near Bataan and Normandy

    We have become aware that a gas line near Bataan and Normandy has been struck. The construction team is coordinating with PG&E and the Presidio of Monterey Fire Department on safety and interruption protocols. We will post more updates as they become available.

  • Water Shut Off Notice: Wednesday, April 21 8AM-6PM

    As part of our ongoing renovation efforts, water service to some homes will be temporarily shut-off on Wednesday, April 21, 2021 from approximately 8:00AM until 6:00PM. This will allow the site construction contractor, in coordination with Marina Coast Water District, to perform water main improvements within the construction footprint. The actual duration of the shut-off will depend on the conditions encountered.

    Once the work has been performed, your water service will be restored. Please note that the water may be discolored after the water service is restored, but should clear up in a short time period after running your fixtures.   • Construction News: 4/01/2021 - 5/01/2021

    General Notes:

    • Site roadway gates are closed and locked. They will not re open to the public for 14 months.
    • Project working hours will be from 7:00 AM to 5:00 PM Monday through Friday, except holidays.
    • Occasional Saturday work is expected to take place
    • Neighbors in Lower Stillwell to the North and South of the project boundary (see attached map) should expect elevated levels of noise as well as increased vehicle traffic. There will be an increase of activity outside of the construction fence lines as crews bring equipment and material in
    • Service disruptions for water or power should be expected and 48 hour notification will be given when feasible, but unplanned interruptions may occur should there be any unforeseen failures

    Residents can help to facilitate this work and ensure quality and safety for everyone by:

    • Not entering site access gates
    • Honoring the controlled work zones and do not cross the construction fence lines
    • Ensure that any pets kept in backyards cannot escape and enter the project site throughout the course of construction
    • Large work trucks shall be required to perform work, please watch for trucks and construction personnel
    • Medium sized construction equipment may maneuver in and around the Lower Stilwell neighborhood so residents should exercise caution while navigating the area.

    Work performed during this period shall include:

    • Grading, earthwork
    • Underground utility placement
    • Concrete pouring

  • January 2021 Construction Look Ahead

    • Demolition of unrenovated legacy units concluded summer of 2020.
    • Sitework will begin mid-January 2021.
    • Construction on homes will begin spring of 2021.
